Where is He? The Panchen Lama, one of Tibet's highest spiritual and cultural leaders, will turn 24 years old on April 25, 2013. For almost two decades, he has been a prisoner of the Chinese government.

I write to you on the occasion of the 24th birthday of His Holiness the 11th Panchen Lama, Gendhun Choekyi Nyima, one of the highest religious figures of Tibet. I would like to express my utmost concern about the well-being and whereabouts of the Panchen Lama who was forcibly disappeared by the Chinese government in 1995 after being officially recognized as the 11th Panchen Lama. Since his disappearance at the tender age of six, the Panchen Lama has spent the last 18 years of his life as a prisoner of the Chinese government.

Tibetans are a deeply spiritual people and our Buddhist leaders fulfill a central role in our society and culture. Under Chinese rule, Tibetans have been deprived of the leadership and guidance of our highest spiritual figures for too long. Their absence has had a devastating impact on our people, one that can be seen in the sheer number of monks and nuns who have lit their bodies on fire, calling for the return of the Dalai Lama and the release of the Panchen Lama.

As the United Nations Committee on Enforced Disappearances, your committee is uniquely positioned to highlight the case of the Panchen Lama's disappearance. I join Tibetans and people of conscience around the world in requesting you to take the following actions:

1. Issue a statement of concern about the well-being and whereabouts of the Panchen Lama;
2. Take concrete measures to pressure the Chinese government to immediately release the Panchen Lama
